Sounds quite a bit like the Pied Piper of Hamelin combined with a classic Japanese fairy tale, the Yuki-Onna. Though that one primarily targeted young men, whom she froze to death. Speaking of femme fatales, I must mention the Lorelei, who was so heartbroken over the loss of her beloved, that she would sit on a rock in the middle of the grand river Rhine, where she would sing her song and brush her hair and all men who would drive too close, would run aground. She is, obviously, classified as ‘Siren’.
But both of those targeted men, not little girls, so I guess the pedo piper it is. 😛
